ISCAP Releases First Video in 3 Years, Calls for Jihad

DRC (International Christian Concern) — Islamic State Central Africa Province (ISCAP) released its first video in three years on Sept. 26 through multiple instant messaging apps, including Telegram. 

In the 18-minute propaganda video, members of the Islamic State group (ISIS) affiliate called for Muslims throughout Africa to travel to the Democratic Republic of the Congo (DRC) and other countries to join ISIS and help wage jihad. Doing so, they claimed, fulfilled one’s religious obligations.  

“We say to you: jihad is the path to your glory and survival, and Allah commands it of you,” one ISCAP operative said. “The one who commanded you to pray, fast, and make pilgrimage is the one who commanded you to wage jihad to support your religion and fight its enemies. So, answer the call of your creator and join the military camps of the mujahideen in the jungles of faith, or participate in fighting the armies of the Christians and Jews wherever you are.” 

The video also included footage of executions of Ugandan Christians, the forced conversions of dozens of Christians to Islam, and combat between ISIS fighters and militaries from the DRC and Uganda. The video ended by demanding that the media refer to the group as the Islamic State rather than the Allied Democratic Forces (ADF).
