Amnesty Report Notes Displaced Persons Targeted in Iraq

03/02/2019 Iraq (International Christian Concern) – Amnesty International has released a report warning that the dangers faced by internationally displaced persons (IDPs) in Iraq are a result of Iraq’s security forces and lax criminal justice system.

The report specifically highlights how armed actors are blocking the return of IDPs, forcing them into a secondary displacement. The armed actors are also ignoring the criminal justice system and instead enforcing collective punishment and an excessive use of force to advance their agenda. Other NGOs on the ground have warned that these activities are creating humanitarian deserts which block off aid for those living in these areas.

The situation has had a significant negative impact on Christian IDPs. On the one hand, the armed actors serve as a deterrent to ISIS militants who seek to return to the Nineveh Plains. On the other hand, the armed actors are themselves a security threat as they regularly harass and block the movement of IDPs. This situation has prevented Christian IDPs from returning to and rebuilding their homes.
